EMERGENCY MANAGEMENT AND GRANTS COORDINATOR

POSITION SUMMARY

The City of Isleton is seeking a highly organized and experienced Emergency Management and Grants Coordinator to lead implementation of the City's emergency preparedness initiatives and associated grant-funded projects.

This position will have primary responsibility for coordinating and implementing the City's Flood Emergency Response Plan project and will manage nearly all operational aspects of the associated grant. The position combines emergency management, interagency coordination, project management, policy and plan development, training and exercises, emergency communications, logistics, procurement coordination, and grant administration.

The ideal candidate will have professional experience in emergency management, fire service, law enforcement, public safety, disaster response, or a closely related field, along with demonstrated experience coordinating multiple agencies and managing complex projects from planning through implementation.

This position requires someone who can independently organize complicated projects and systems, bring together local resources, effectively interact with county, state, and federal agencies, and turn emergency-management concepts into practical plans, procedures, training, equipment, and operational capabilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsibilities include, but are not limited to:

  • Serve as the City's lead coordinator for implementation of the Flood Emergency Response Plan and related emergency-management grant activities.
  • Manage grant projects, schedules, milestones, budgets, deliverables, documentation, consultants, contractors, and participating agencies.
  • Monitor compliance with grant requirements and coordinate preparation of reimbursement requests, supporting documentation, quarterly progress reports, grant amendments, final reports, and other required submissions.
  • Develop, update, and implement emergency-management policies, procedures, plans, operational guidelines, and related administrative systems.
  • Lead development of the City's Flood Emergency Response Plan, ensuring coordination with Sacramento County and consistency with the National Incident Management System (NIMS) and applicable emergency-management practices.
  • Coordinate with the City Manager, City departments, Isleton Fire Department, Public Works, Sacramento County Office of Emergency Services, California Department of Water Resources, neighboring jurisdictions, nonprofit organizations, utilities, public-safety agencies, and other local, state, and federal partners.
  • Coordinate development of emergency response maps, including evacuation routes, flood inundation areas, critical facilities, staging locations, infrastructure, and other information needed for emergency operations.
  • Assist with development and implementation of emergency public warning and notification systems, including coordination with Sacramento County's public alert system and implementation of City emergency-notification equipment.
  • Develop and maintain emergency preparedness and response training plans for City personnel and emergency-response partners.
  • Plan, coordinate, document, and evaluate tabletop and field exercises involving City personnel and outside agencies.
  • Prepare exercise materials, participant information, after-action reports, and recommendations for corrective actions or improvements.
  • Identify emergency response and flood-fighting equipment, supplies, and materials needed by the City and coordinate their acquisition in accordance with grant and City procurement requirements.
  • Develop and maintain equipment inventories, storage plans, deployment procedures, and resource-tracking systems.
  • Coordinate identification and development of emergency staging areas and associated operational procedures.
  • Develop logistics and resource-management plans addressing emergency acquisition and distribution of food, water, first aid supplies, shelter materials, household necessities, flood-fighting materials, and other resources.
  • Coordinate agreements, resources, and response capabilities among governmental agencies, nonprofit organizations, community partners, contractors, and other organizations that may participate during an emergency.
  • Prepare staff reports, policies, plans, presentations, and other materials for consideration by the City Manager, Planning Commission, City Council, state agencies, and other entities as needed.
  • Maintain complete and organized project and grant records sufficient for reimbursement, monitoring, and audit purposes.
  • Assist with procurement documentation, consultant and contractor coordination, invoices, contracts, purchase records, equipment records, and other grant-supported expenditures.
  • Track project performance and identify schedule, budget, operational, or compliance issues before they affect successful completion of the project.
  • Research additional grant opportunities related to emergency management, disaster preparedness, public safety, infrastructure resilience, and community preparedness, as workload permits.
  • Assist the City in strengthening emergency-management systems that can remain in place after completion of the current grant.
  • Perform other related emergency management and grant coordination duties as assigned.

 

 

MINIMUM QUALIFICATIONS

A qualified candidate should demonstrate:

  • Professional experience in emergency management, fire service, law enforcement, public safety, emergency response, disaster preparedness, incident coordination, or a closely related field.
  • Experience coordinating personnel, agencies, resources, or operations during emergency-response, public-safety, or similarly complex environments.
  • Demonstrated ability to manage complex, multi-component projects involving multiple stakeholders, deadlines, systems, deliverables, and competing priorities.
  • Experience developing or substantially contributing to policies, emergency plans, operational plans, procedures, protocols, or similar written planning documents.
  • Strong written communication skills, including the ability to prepare professional plans, reports, policies, correspondence, and project documentation.
  • Strong organizational skills and the ability to establish systems for tracking projects, documents, deadlines, equipment, resources, and compliance requirements.
  • Ability to work independently while maintaining effective communication with City management and project partners.
  • Ability to establish effective working relationships with local agencies and confidently coordinate with county, state, and federal governmental organizations.
  • Ability to facilitate meetings and bring together individuals and organizations with different responsibilities and areas of expertise.
  • Proficiency with common computer applications and the ability to learn and manage project, document, mapping, communication, or emergency-management systems as necessary.

DESIRABLE QUALIFICATIONS

The following are highly desirable:

  • Prior responsibility for emergency operations planning, disaster preparedness, incident response, or interagency emergency coordination.
  • Knowledge of the Incident Command System (ICS) and National Incident Management System (NIMS).
  • FEMA, Cal OES, DWR, law-enforcement, fire-service, emergency-management, or other relevant training or certifications.
  • Experience developing or conducting tabletop, functional, or field exercises.
  • Experience writing after-action reports and implementing corrective-action plans.
  • Experience administering state or federal grants, including grant reporting, reimbursement documentation, procurement, and audit compliance.
  • Experience working for or with municipal government, special districts, counties, fire agencies, law-enforcement agencies, or other public agencies.
  • Experience coordinating emergency communications, public-warning systems, evacuation planning, logistics, resource management, or continuity planning.
  • Familiarity with California emergency-management organizations and mutual-aid systems.

  • Communicate effectively with emergency responders, government officials, consultants, community organizations, residents, and technical professionals.
  • Exercise sound judgment and initiative with limited day-to-day supervision.
  • Manage multiple deadlines and follow projects through to completion.
  • Write clearly, concisely, and professionally.
  • Build cooperative relationships across jurisdictional and organizational boundaries.
